Understanding Micrologix 1500 Reply

Hello! I am brand new to the PLC scene and am cutting my teeth on a Micrologix 1500. I am using LabVIEW to configure and read/write. I finally got the commands worked out to get replies from the PLC, and have a few questions.

I am attempting to read B3:0/0. My command line is:
1002 0100 0F00 0000 A202 0385 0000 1003 9DB0
PLC Response:
1006 1002 0001 4F00 0000 0100 1003 6EC9

Question 1: The manual shows the response DLE and STS to be swapped, not the case in the above reply. Anyone know why?

Question 2: I reference the STS/EXT code from the reply,
6 - Address doesn't point to something usable
E - Command cannot be executed
C - Condition cannot be generated  resource is not available
9 - Data or file is too large

Is this the proper way to decode? If yes, what am I doing wrong?

Also, if it matters (not sure), I am using a null modem serial cable from the PLC to a RS232 DB9 to usb2.0 cable.
